Following The Probation Service’s contribution to the interdepartmental report on urban crime and disorder in 1992, the Service submitted a proposal to Europe for funding a day attendance centre; which would offer a service to offenders and their families in North Clondalkin. The application was successful and between 1994 and 1995 the Tower Programme was funded by the European Social Fund and the Central Exchequer.
A Management Committee comprising of representatives from the Community, Statutory, Voluntary and Business sectors oversees the day to day operations of the programme.
The Programme targets offenders and Ex-Prisoners aged between 16-30 from the Clondalkin area and offers a variety of programmes to them and their families.
The Programme is funded by The Probation Service and is supported by Dublin and Dún Laoghaire Education and Training Board
